Energy, Environment and Safety
The Port Authority of Thailand (PAT) has implemented various measures on energy savings, environmental management and safety to cope with the government policy and the standard required by the other government agencies as follows :-
Engaging the environment consultant company to evaluate qualities of waste water, air and noise at Bangkok Port and Laem Chabang Port annually.
PAT cooperated with the Department of Land Transport on Air Pollution Reduction Project by means of annual detecting fumes from PAT's vehicles.
PAT participated in Port Safety and Environmental Management System (PSEMS) under the Partnership in Environmental Management for the Seas of East Asia (PEMSEA) Project. In this regard, Bangkok Port is served as a demonstrative port of the project. Meanwhile, the training course on Port Safety Audit and Workshop on Port Safety, Health and Environmental Management System (PSHE-MS) applied to Dangerous Cargo Control at Bangkok Port was provided to enhance the knowledge and capabilities for PSHE-MS development. Due to the fact that PAT has relied on safety and environmental preservation policy, Bangkok Port's safety audit has been given periodically. It was noted that Bangkok Port is the first port of the region applying PSHE-MS to its operations. It is expected that PSHE-MS will be applied to the rest in the future
PAT in cooperation with other agencies under the supervision of the Ministry of Transport as well as private sectors organized an exhibition on the World Maritime Say entitled "IMO 2004 - Focus on Maritime Security" on September 27, 2004 at the Welfare Centre, Laem Chabang Port.
PAT acted in accordance with an action plan on prevention and removal of oily wastes in waterways required by the Marine Department to prevent and solve the environmental problems.
Opening Training Center for Emergency Action to provide emergency assistance to both government and private sectors. The Certificate of Approval for Advanced Firefighting Course (on board) of Marine Department has been granted to the said Training Center.
Port ISPS Code
The Port Authority of Thailand, like other ports around the world, will comply with International Ship and Port Facility Security (ISPS) Code issued by the International Maritime Organization, starting on July 1, 2004.
PAT recently designated Port facility security officers at its ports as well as introducing the Guidelines on how to abide by ISPS Code under the Maritime Department declaration No. 39/2547.
Since July 1, 2004, international maritime vessels are to submit a named-list of ship security officers to Cargo Operations Department, Bangkok Port or Port Operations Division, Laem Chabang Port nine hours prior to the arrival to complete the Declaration of Security.
As for security in the port area, PAT has tightened its measures by allowing only persons and vehicles with an admission card issued by the Security Centre to enter for business contacts. Outsiders and general vehicles are not permitted to pass into the port.
ISPS Code in Bangkok Port (2008)
Since July 5, 2003 Marine Department issued the Letter of Approval for Port Facility (LOA) to Bangkok Port and asked Bangkok Port to improve the Port Facility Security Plan (PFSP). Therefore Bangkok Port have improved PFSP every 6 months since received the LOA.
Finally September 24, 2007 Marine Department issued the Statement of Compliance of a Port Facility: (SOC). Moreover, Bangkok Port has planed to establish security committee which consists of other goverment agency in Port area to develop communication and coordinator.
Basically, Bangkok Port have done train, drill, and exercise following the PFSP which approve by Marine Department. Eventually this yere the exercise will be done in July 2008 to familiar with kid napping
